Noreen is a professional engineer with extensive health care and project management experience, and joined the Council in January 2011, as Quality Leader supporting the Stroke/TIA initiative for Clinical Care Management. Most recently, Noreen was directing two Emergency Department (ED) Improvement Collaboratives for Evidence 2 Excellence (E2E), focused on Sepsis Management and ED Flow Optimization. Along with these responsibilities, Noreen was also the Assistant Director, Technology & Innovation for UBC’s eHealth Strategy Office, where she lead technology projects for the provincial government and health research.

Noreen previously worked in industry for 6 years, where she was a senior project manager for a process control software and professional services company. She lead large scale industrial IT projects for diverse sectors, including power generation, oil and gas distribution, forest products and chemical production.

Noreen holds a Master of Applied Science in Chemical Engineering from the University of British Columbia (UBC). She is currently a PhD candidate in Electrical and Computer Engineering at UBC. Her thesis topic is studying how online social networks can motivate health behavior change.
