Elsie Chan

As Executive Assistant to the Chair of the BC Patient Safety & Quality Council, Elsie provides confidential administrative assistance and executive secretarial support to Dr. Doug Cochrane, with whom she has been working for 12 years.

Elsie also provides administrative support to, and acts as a liaison with, Council Members, coordinates and organizes Council Meetings and Health Quality Network Meetings. In Elsie’s role, she also works collaboratively with other staff members of the Council in order to achieve the Council’s mandate and goals. Elsie is on secondment to the Council from the Provincial Health Services Authority.

Elsie received formal British secretarial training in Hong Kong, and held Executive Assistant positions in Vancouver and Hong Kong in both the health care sector and the private sector at the senior corporate level.

Elsie was an Executive Assistant at BC Children’s Hospital, Children’s & Women’s Health Centre of British Columbia, and Provincial Health Services Authority for 20 years. During that time, Elsie worked for the Vice Presidents of Hospital Services (Operations), Patient Based Care Units (Medical Programs), Surgery, and Medical Affairs, Quality, Safety & Risk Management.

Before coming to Vancouver, Elsie was an Executive Secretary to a main Board Director of Jardine, Matheson & Company, Limited, one of the largest international companies in Hong Kong, with its Head Office in the United Kingdom at the time.

Elsie has a passion for taking care of the well-being of people, and is also a Registered Acupuncturist in British Columbia, and practices part-time.
